The Executive Order No. 83 Series of 2012, Institutionalization of the Philippine Qualification Framework (PQF) was signed by President Benigno S. Aquino III on October 1, 2012.
The EO provides for a national policy which describes the levels of educational qualifications and sets the standards for qualifications outcomes. It is a quality assured national system for the development, recognition and award of qualifications based on standards of knowledge, skills and values acquired in different ways and methods by learners and workers of a certain country.
It also provides for the establishment of the PQF-National Coordinating Committee (PQF-NCC) to be chaired by the Department of Education Secretary with the heads of Department of Labor and Employment (DOLE), Technical Education and Skills Development (TESDA), Commission on Higher Education (CHED), and Professional Regulation Commission (PRC) as members. The NCC will orchestrate the implementation of the PQF in the country.
